中文摘要 建構設施農業產業專業人才職能認證導向之研究 本計畫以未來農業發展及產業價值鏈角度,選擇設施農業產業,評估產業所需重要人才職務類別,以及應具備之職能基準。本年度針對設施農業產業之關鍵人才,建構能力鑑定評鑑機制與課程規劃,以利後續建立農業訓練管道與模式,強化農業人力的專業能力素質,吸引青年投入農業,提升農業經營效益。 農業訓練品質管理輔導行動研究 (IV) 1. 本計畫目標在研擬符合國家或國際訓練品質系統之農業人力訓練品質輔導重點 ,輔導農民學院各訓練中心通過國際認證之ISO29990,以作為農業職能基準訂定參 考之基礎。 2.本計畫前2年(103~104),完成本所與農業藥物毒物試驗所訓練中心通過 ISO29990認證;後2年(105~106年)完成區農業改良場訓練中心通過ISO29990認證 安全用藥農業訓練品質管理輔導行動研究:落實農業訓練機構作業制度符合ISO29990標準規範,規劃內部工作人員在職訓練 ;滾動式精進標準文件、流程制度之管理系統。系統性探討農業人力培訓的特殊性 ,並研擬符合國家或國際訓練品質系統之農業人力訓練品質輔導重點,並作為農業職能基準推廣運用之配套措施。將本所通過認證之經驗與農民學院管理中心研擬合適運作方案,提供其中重要之控制重點給其他農業訓練機構參考,協助各單位導入ISO29990概念。 植物保護產業專業人才職能認證導向研究:台灣四季溫暖且作物多樣性高,利於農作物病蟲害發生。農民為求管理方便及產值增加,常過量使用農藥。為提升農民對於植物保護及安全用藥知識並落實農產品之安全管理,本計畫擬以暫時完成之職能基準表進行研究。經由產業價值鏈盤點、課程規劃、能力鑑定、實際訓練,將使生產端之農民對於自我用藥之知識提升。本計劃最終期建立更精準之植物保護產業職能基準與能力鑑定制度,使未來農民於農藥操作上可更貼近安全農業之願景。 建構有機蔬菜產業專業人才職能認證導向之研究:本計畫透過共同研究與專家座談,針對重點產業調整發展職能訓練課程,建構發展能力鑑定制度,培訓養成有機蔬菜產業技術人員之專業職能 。 建構生物防治產業專業人才職能認證導向之研究: 本計畫針對農業生物防治領域進行盤點,建立農民各項職能基準,包括基本職能、 專業職能、管理職能等作為階段性、系統性課程的參考,並進一步導入台灣訓練品 質系統,建置評核指標與方法,提升農業訓練品質及有效性,以利農民學院及相關 協力訓練單位通過品質認證。 建構葡萄產業專業人才職能認證導向之研究: 本研究旨在依據葡萄產業職能基準之能力規格,建構葡萄產業專業人才能力鑑定基 準,採文獻分析與整理,應用經濟部能力鑑定作業流程 ,並經工作小組與專家會議 討論,發展葡萄整枝修剪催芽人才的功能圖及建立專業能力指標、專業能力功能項 目、能力分級,並據以規劃葡萄產業人才培育課程項目及其課程內容,提供農民學院葡萄整枝修剪催芽課程規劃及人才培訓參考依據,並分析人才專業能力鑑定基準 指標,作為葡萄產業僱用專業人才標準。 建構芒果產業專業人才職能認證導向之研究: 因應氣候變遷及國際經濟結構巨變,臺灣農業亟需從傳統高齡化、教育程度低落及農業後繼者缺乏的劣勢中轉型。因為近年來工商業及服務業加速發展,許多就讀農業相關科系的學生畢業後並無進入農業市場工作,使農業人力日漸減少。一般農業科系著重在知識傳授較少實務課程的訓練,導致培育的人才與產業需求有斷層,因此培訓專業農業人力是今後改善農業人力結構與產業經營管理成敗的關鍵。前三年已完成果園經營管理師職能基準的建立、芒果果園經營管理師高階班的課程建置及芒果整枝修剪套袋能力鑑定課程的規劃,希望能藉由推動能力鑑定課程以期解決芒果缺工問題並落實學以致用。 建構熱帶果樹產業人才認證導向與能力鑑定研究: 針對熱帶果樹產業所需之重要人才類別,依其職能基準,進行訓練課程之發展,以利農業重要人才之專業職能養成及能力認證。盤點熱帶果樹產業所需重要人才職類與供需情形,並分析人才缺口。 建構有機農產業專業人才職能認證導向之研究: 由於人才在產業發展過程中扮演重要角色,隨著全球化時代來臨,農業結構快速變遷,為促進產業創新,提升農業競爭力,推動農業專業人才職能基準及能力鑑定有其必要,以提升農業人力素質。因此本計畫針對在花蓮及宜蘭地區蓬勃發展之有機農業,盤點及分析其相關專業人才所需具備之專業能力,建立職能基準,發展學習地圖,規劃訓練課程及能力鑑定,期能提升有機農業人才培訓之效能。 建構番荔枝產業專業人才職能認證導向之研究: 對於職能基準,認證培訓和認證體系,審查和調整,並建立認證課程和分級能力,建立標準化的課程和標準化考試。建立台東番荔枝產業人才需求類別,職能基準,職能課程和職能認證的依據。 建構茶產業專業人才職能認證導向之研究: 為使茶產業持續發展,需要讓從業人員具有專業的知識技能。在整個茶業產業鏈中 ,茶葉品評人員擔負起茶葉品質把關的責任。本計畫依據105年試辦初級茶葉感官品評人員能力鑑定訓練及測驗結果,檢討改進相關法規面與執行面衍生之問題,正式推行能力鑑定認證工作。本年度另再試辦中級茶葉感官品評能力鑑定訓練及測驗。利用103-105年建構之茶葉品評人員職能基準表及職能課程導向規劃,發展職能訓練課程,建置並執行茶葉感官品評能力鑑定制度。 蔬菜種子業專業人才職能認證導向之研究: 針對蔬菜種子產業進行產業價值鏈分析,選定蔬菜種子產業所需之重要人才職類,應用職能分析方法,建立應具備之職能基準,並進行職能落差分析,規劃職能導向課程學習地圖,發展成能力鑑定評鑑制度,提升我國蔬菜種子業專業技術職能,促進植物種苗產業永續發展。
英文摘要 Study on Competency Identification in Facility Agriculture This plan selects the facility agriculture to study. Respect to agricultural development and industry value chain of the following 10 years, check the important manpower of industry's demand, and the competency that should possess. The purposes of the plan are for the facility agriculture’s managers to establish competency standard, plan the item for competency identification, and develop the training programs, in order to foster farmers' professional technique to improve agricultural manpower quality. Action research on both of quality control and counseling service of agricultural training courses (Iv) 1.This project aims to draw up the agricultural manpower training quality counseling focus points fitting in with the so as of national or international , and help Farmers Academy Training Centers pass through international ISO29990 certification to be the setting reference base of agricultural functions benchmarks. 2.The first two(103 , 104)years goal is to fulfill Agricultural Research Institute and Agricultural Chemicals and Toxic Substances Research Institute both two training center having pass through the ISO29990 certification; then 105 to 106 years would have completed District Agricultural Research and Extension training center pass through the ISO29990 certification too. Action research on both of quality control and counseling service of safety pesticides usage agricultural training courses Realizing the working system of agricultural training institute for according with ISO29990 standard, planning on-the-job training courses for internal employee. To sophisticate standard certification and process of training system via rolling correction. Counseling key points of training quality which according with national or international training quality system, for supporting measures of the application of agricultural competency standard. Proposing suitable working program through discussions with management center of Farmer’s academy, providing important control emphases to other agricultural training institute.Assisting the other institute importing the concept of ISO29990. Study on occupational competency evaluation of plant protection personnel Pests and diseases of crop occur frequently since the warm weather in Taiwan and abundant crop diversity. Farmers always overusing pesticide for facilitate management and raising value of the product. In order to enhance the knowledge of plant protection and safety pesticide use for farmers, and fulfill safety management of agricultural product, the project will research based on occupational competency standard which has been temporately developed. Through industrial value chain inventorying, training course planning, competency evaluating, and practical training, farmers will promote the knowledge of pesticide’s self-using. Finally, the project will construct more precise occupational competency standard and competency evaluation system of plant protection and safety pesticide used personnel, expecting pesticide operation of farmers will approach the vision of safety agriculture. A study on establishing occupational competence standards for organic vegetable cultivation specialists 一、This project is to develop competence evaluation system for organic cultivation specialists by joint research committee formed by professionals in this industry. The study on occupational competencynd evaluation of biological control professions The project was to check the supply chain of agricultural biological control. Itbuilt every function of it such as basic, and professional ability, and management functionsas a reference of planning future courses by phases. Furthermore, we will introduced TTQS which builds the indicators of assessment and improves the quality of agricultural training. It gave hard to get quality cetificationofthe famers academy and other related organizations in order enhance the practicality of the certificates. An Investigation on the Construct of Certification Orientation of Grape Industry Key Talent Functions The purpose of the study is to construct the specialized competence performance examination of grape industry. The ability to function in accordance with the reference of the grape industry specifications. To serve this purpose, their lated papers and theories are surveyed, capability appraisal manual of the Ministry of Economic Affairs is applied and experts are consulted, to develop talent grape pruning and pruning germination function diagrams and to construct professional capacity index, functional expertise projects and grape industry professionals. The training courses and their contents of precision stamping die design and analysis pruning grapes are formed according above functional map and specialized competence. It provides the Farmers’Academy planning and training reference and analyze the ability to identify talent professional benchmarks, as the grape industry professionals employ standard reference. The reaserch of development the competecy certification based on Mango industry In response to climate changing and the changing structure of international economic, it’s urged to change Taiwan agricultural structure from elderly, low education level, and lack of agricultural workers. As developing industry, business and service industry, the lack of agricultural labor force is due to students graduated from agriculture department not chose agriculture industry. Because the traditional agricultural courses focus on knowledge not skill result in the gap between learning and applying, Training professional agriculture manpower is the key point to improve agriculture manpower and management. We finished the established of occupational competency standard of the orchard manager, mango orchard manager advanced course, and mango pruning and bagging ability certification courses among 3 years, we also hope extend ability certification courses to solve the shortage of mango labors and implement to put education to use. The Construction tropical fruit industry personnel certification guide and the ability to identify research 一、1For the important category of personnel needed tropical fruit industry, according to their function reference, conducted the development of training courses For the benefit of agriculture is important to develop talent and abilities certified professional functions. 二、 Inventory tropical fruit industry categories and key talent required to supply and demand situation, and analyze talent gap. 三、 period, end of chapter B reports. The study on occupational competency evaluation of professionals in the organic agriculture industry Professionals play an important role in the process of industrial development. The agricultural structure changes rapidly with globalization. Industrial innovation can enhance the competitiveness of agriculture. So, it is necessary to promote the standardization and evaluation of occupational competency for agricultural professionals to improve the quality of agricultural manpower. Therefore, this project aims at the booming industry of organic agriculture in Hualien and Yilan area. It surveys and analyzes the relevant professional expertise of organic agriculture industry, establishes the occupational competency standards, develops the learning roadmap, and plans the training courses and competency evaluation. These approaches will help to increase the efficiency of professional training in the organic agriculture industry. Study on Annona industry Occupational Competency guide to build Certification System For Occupational Competency Standards, certification training and certification system, reviewed and adjusted, and the establishment of certification courses and grading ability, establish a standardized curriculum and standardized exams. Establish Taitung Annona industry talent demand categories, Occupational Competency Standards, Competency courses and Competency certification basis. Establish the functional certification of professional talent in tea industry To let the tea industry continually develop, the person employed in a tea trade should possess professional knowledge and skills. Tea manufacturers and tea tasters shoulder responsibility of manufacturing and tea quality in the total chains of tea industry, respectively. This study plans to check the functions that tea manufacturers and tea tasters should possess by using interview methods with professionals, experienced tea masters in manufacturing, and tasters of famous tea competition. Be a base of extending the educational training and license of tea manufacturers and tea tasters. Study on the Building of the talent certification Comformed to Occupational Competency in Vegetable Seed Industry 一、The plan will check the important occupation and analyze the talent gap of vegetable seed industry. We will choice one kind of the most important talent occupation in vegetable seed industry, following apply competency analysis methods to establish the occupational competency standard. Then, we will analyze the gap of occupational competency, plan the training course and talent appraisal system conformed to the demand of vegetable seed industry. The talent appraisal system could enhance our professional and technical functions in the vegetable seed industry, and promote plant seed industry development.
