中文摘要 培育農業高科技人才 本計畫宗旨係培育農業高科技人才,包含循環經濟、動物人道管理、高齡農食產業、LED集魚燈具、外海沈式箱網、現代化屠宰、林業共生菌以及樹木保護機制等,總計8項子計畫,各計畫摘要分述如下:(一)荷蘭循環經濟-農業循環經濟案例研究與交流:經由荷蘭實地研習以探析荷蘭循環經濟推動模式,深入了解荷蘭循環經濟在農業領域之制度內容與實際推動現況,提出適合我國農業國情的循環農業政策研擬與推動建議。(二)提升實驗動物人道管理及非活體替代技術:生命科學的發展中往往因研究所需進行動物實驗,科學家與學者專家一面利用實驗動物發展科技,同時亦致力於研究非活體動物研究之替代技術,以減低對動物的疼痛及提升倫理道德層面之內涵。這是政策制定者及所有獸醫師,生物科學研究人員,產業業人士都必須共同追求的共同價值。(三)日本農產發展銀髮餐食策略與產業鏈合作模式:考察日本農林水產省於2014年提出Smile Care食以推廣高齡者食品,不僅結合在地農業及農畜產為堅實後盾,透過各種加工及技術,發展高齡友善的餐食產品及服務,除增添農產附加價值外,也創造一級生產、二級加工、三級服務合作新典範。透過參訪了解日本高齡農食產業相關法規及產業鏈發展,作為推動台灣銀髮農食產業發展、創新農業價值鏈參考。(四)智能LED集魚燈具研發及推展經驗交流研習:為加速推展台灣漁業的LED集魚燈具與提升漁業機具技術之競爭力,故規劃帶領LED集魚燈具技轉業者一同前往日本等地區,針對日本當地LED集魚燈具的推展方法與推展經驗進行了解,以建構未來在臺灣推動LED集魚燈具的實施典範。同時對國際漁業組織宣示台灣在漁業管理與海洋資源保育上的用心,提升國家形象。(五)觀摩學習日本外海沈式箱網各項技術及現場管理:日本箱網養殖技術先進且近年也飽受氣候變遷與颱風之侵襲,前往觀摩取經,觀察期各項工程原理,錨錠,箱網材料,魚種特性,經營管理,自動化以及避險等設施為,透過參訪日本外海沈式箱網研發及利用現況,作為臺灣未來進行外海可沈式箱網養殖漁業發展之參考。(六)赴英國布里斯托大學考察現代化屠宰之微生物管控方法:為提升我國屠宰場對於「畜禽屠宰作業流程衛生管理」與「消毒水之使用策略」等微生物管控關鍵工作實施成效,赴英國布里斯托(Bristol)大學研習與考察,吸取相關經驗,以供政府機關及屠宰業者參考,並藉此強化屠宰場防範肉品受微生物污染管控措施,以保障消費者食肉安全。(七)林木共生菌培養技術之探討:至日本深入瞭解利用可食用性外生菌根菌加強林木生長效益及增進造林意願。(八)新加坡樹木保護與管理及專業人員培訓制度之探討:瞭解當地樹木保護專業人立培訓及認證制度之推行及實務運作情形,包括綠資源保護、環境規劃、綠化事業的維護管理對策等。以更透徹瞭解成功建構花園城市的的背景,作為提供國內制定相關規定之參考。 重要外銷種子種傳病原檢測技術與品保制度交流 本計畫目的係藉由學習荷蘭Naktuinbouw的種子健康檢查技術,以建立或調整我方檢測作業流程使符合國際認可,以協助國內種子外銷業者進行種傳病原之檢疫檢測,提昇我國種子品質與外銷業務。 臺灣越南雙邊野生植物種原保存體系之建立 越南地處中南半島,由於氣候、土壤及地形的多樣性,也造就了多樣的生態系統及特別的動植物,為全球前16大生物多樣性的國家。本計畫擬前往越南北部原始森林,採集野生植物,製作標本及蒐集遺傳物質樣本。以及研習越南之野生植物資源普查、種子庫、植物園及組織培養等相關設施建置之規劃及運作,以瞭解該國如何建構完整野生植物之就地與移地保育措施。目標是建立雙方有關野生植物種原保護之合作體系。
英文摘要 Program for Developing Agricultural Science and Technology Manpower Human resource is the cornerstone of national competitiveness.For this concern, this project is composed of eight sub-projects. First sub-project focuses on Netherlands circular economy. To understand the circular economy in Netherlands, this study will collect the information by studying, data collecting, and visiting and interviewing people. Results will be provided to improve the policy-making processes under the culture considerations. This project will enhance the cooperation within the faculties of related agricultural departments in Taiwan, Netherland and will strengthen the further more intensive interaction for both sides. The second sub-project addresses the issue of humane care about research animals. Research involving animals has been a cornerstone of medical progress for more than two centuries. For much of that time, it has also met with moral objections because of the suffering it can cause the animals. Though animal welfare laws in the TAIWAN and abroad have ameliorated the pain of animals used in biomedical research, ethical concerns remain, and it is not only policymaker groups that have them, but also veterinarians, physicians, industry, and biomedical researchers themselves. The third sub-projects aims to development of senior-friendly food.The Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) proposed Smile Care Foods to promote senior foods in 2014. Not only combining local agricultural and livestock through processing technology, which developed Senior-Friendly Foods and services, but also creating a new cooperation model of primary industrial sectors, secondary industrial sectors, and tertiary industrial sectors. As Taiwan becomes an aged society in 2018, the senior food industry is going to increase. Through the experience of Japan, the new value chain and advantages created, furthermore, the elderly's diet are blessed. As a result, the study attempts to visit Japan's experience for promoting Taiwan's senior food industry which creating agricultural value chain. The fourth sub-project is about Intelligent LED fish lighting.This proposal aims to promote LED fishing light and upgrades the competitiveness of fishery industry in Taiwan, therefore planning a visit to Japan for Taiwanese LED fishing light vendors to gain knowledge from local experience and their promotion method. Visiting local fisherman, fishery vendors and staff members from local fishery association will benefit Taiwanese LED fishing light industry, further constructing the model for future applications. The fifth sub-project focuses on off shore submersible cage system techniquesTaiwan used to be an advanced land-based aquacultural technique center two decades ago.In comparison to the limited land area available for aquaculture, the off shore cage culture looks more like a better solution for the development of aquaculture in our country.It has been shown that the global blue revolution had subsequently and progressively been ongoing upon some major developed countries with matured cage systems and the associated peripheral equipment integrated for management into the sea.And this trend is moving near-shore aquaculture far off land toward much deeper area due primary to the environmental impacts.Basic information on the depth, temperature, current velocity, geological slope together with seasonal changes had been collected and analyzed with concluded recommended locations for future off shore aquacultural development needs.It has happened to Taiwan a disaster to do with the huge loss of a whole set of cages detached from its own mooring system by the strong current decade ago.In situ visiting of the present facilities, equipment and management of the advanced cage culture countries could speed up the development of our cage culture industry if informative knowledges are well applied and modified to meet the local environmental conditions here in our nation.Japan is the target visiting place simply because of their long experience of cage culture background and occasionally facing hits of typhoon just the way as Taiwan does. Besides, the cultural behavior of the Japanese society to do with operation principle may be more close to that of Taiwan's.The seventh sub-project is about Intelligent LED fish lighting. The sixth sub-project addresses the issue of investigating the microbial control in modern slaughtering process.Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) has entrusted Agricultural Technology Research Institute (ATRI) to investigate a national surveillance on food-borne pathogens of carcasses. In this surveillance program, pathogens include Salmonella, Campylobacter, and Listeria were performed. The surveillance data periodically report to abattoirs and the authority as a scientific evidence to improve abattoir hygiene and eventually to secure a safe-meat supply chain in Taiwan. Recently, Taiwan government is promoting a cold-chain system meat supply chain, this is aimed to elevate meat safety. Due to that abattoirs are the origins of the meat supply chain, it is crucial to elevate the hygiene control measurement and to apply disinfectants which are important measurements. The objective of this tour of duty to Bristol university abattoir is for this purpose to investigate the microbial control in modern slaughtering process. From this tour of duty, we hope to bring back good ideas to provide abattoirs and authority for decision making. The seventh sub-project addresses the cultural technology of tree mycorrhizal fungi. Using edible ectomycorrhizal fungi to promote growth effect of seedlings and willingness of plantation. The last sub-project puts its attention on the system of protection and management of trees.To understand the implementation and practical operation of the local tree protection professional training and certification system, including green resource protection, environmental planning, greening, and maintenance management and other measures. Based on those capacity-building activity, we will propose suggestions for the national strategies and policies in the development of agricultural biotechnology industry. Interaction of techniques and quality assurance system on seedborne pathogens detection of plant seeds for export The objective of this program is to learn the techniques of seed health test from Naktuinbouw, Netherlands. That will help us to establish or modify our SOPs on seedborne pathogens detection. Once the detection SOPs used for quarantine are recognized in the world, that might promote seed export. Germplasm preservation system of wild plants between Taiwan and Vietnam Due to the diverse climate, geology and terrain, there is a remarkable biodiversity in Vietnam which is ranked as the sixteenth in the world. We are going to collect wild plants in natural forests of northern Vietnam to prepare specimens and materials for DNA extraction. We also would like to study the inventory of wild plants, seed banks, botanic gardens, and the fascilities of tissue culture, etc., in order to know how they work for the entire in situ and ex situ conservation in Vietnam. The objective is to organize a collaboration system about the germplasm preservation between Taiwan and Vietnam.
