中文摘要 基改科技產業資訊蒐集分析及風險認知調查 本計畫將強化國際基因改造科技資訊蒐集,並定期進行消費者及農民風險認知調查,以作為政策研擬、法規與管理措施滾動調整、溝通策略擬定之重要決策依據。本計畫預定1)每年完成1份國內基因改造科技認知調查統計分析(農民、消費者每年輪換調查,農民認知調查至少300份有效回卷、消費者認知調查至少275份有效回卷)。2)每年完成2份全球基因改造安全議題分析半年報。3)每年完成2份全球基因改造特定產業專題研究報告。 建構農業基因改造生物檢測服務平台 因應產業界與一般國人日益增高的基因改造作物檢測需求,於農業科技研究院建置農業基因改造生物檢測服務平臺,承接種苗改良繁殖場與其他農業試驗改良場所開發之基改作物檢測技術,並完成ISO/IEC 17025 認證,將對外提供基因改造作物委託檢測服務。本計畫執行內容包括完成全國認證基金會之實驗室認證、開始對外接受基因改造大豆與基因改造玉米委託檢測服務、訓練檢測技術人員熟悉作業流程及參加能力試驗計畫。本平臺提供之基因改造作物檢測,將提供產業界與民間之基改作物原料與初級加工品檢測服務及提供廠商進出口貿易之檢測需求,協助加強基改食品與原料之安全管理。 建立農業基因改造生物單一窗口系統服務平台 基因改造 (以下簡稱基改) 技術應用於農業生物之育種,不論在國內外皆持續發展且進入產業應用需求之階段。此新興科技之應用具有相當之複雜性而難免產生疑慮。為了使運用農業基改生物之利害關係人,例如研發者、農民、消費者、業者及主管機關等人,能更便利取得所需之法規制度面向和科學面向等資訊,乃建置單一窗口系統服務平台,提供相關資訊於網路,並設有諮詢服務功能。本計畫內容將包括國內外風險評估、風險管理及風險溝通資訊,並整合諮詢、資訊公開、公眾意見徵詢平台及輸出入申報窗口等服務,並與既有相關資訊平台進行整合或連結,使利害關係人得以就近使用相關資訊,促進資訊共享及提升管理效率。另外對於主管機關及審議委員,將提供國內外基改生物與生物安全相關之基本特質及管理制度等整理報告,以協助取得完備之資訊,提升審議效能。本計畫期能建立跨機關協調運作模式,提升管理效能及降低管理成本,並對基改生物於國內之使用進行合理評估,可降低公眾疑慮,減少衍生之社會和產業成本。 建立基因改造生物性農藥安全管理機制及檢測技術 目前國內曾經獲登記之基因改造的微生物農藥,已上市流通有三項產品蘇力菌殺蟲劑(Foil 82年-90年;MVP 83年-91年;Crymax 74年-至今),其基改物質被散佈的結果,不曾被追?過。早期基因改造微生物農藥登記時,未對其他潛在風險進行評估。故針對目前管理缺口,依照實務管理需求迫切性,積極協助建立,基因改造生物性農藥檢測平台建立,並偵測基因流佈情況,及安全性評估與管理技術等優先工作。 進口基因改造農糧產品和產業應用追溯與出口邊境管理措施研究 我國迄今仍未准許任何基改作物商業種植,但基因改造作物在國際市場上規模日益增加的情形,帶動建立相應檢測評估基因改造作物存在技術的強烈需求,本研究的主要目的是配合新增修之基改作物及農產品管理要求,優先針對大宗進口基改飼料和出口國產農產品之設計邊境管制作業點,與測試開發檢測實務所需技術,以提供主管機關執行基因作物及農產品邊境查驗與管理。
英文摘要 Industrial Analysis and Risk Cognition Survey on GMO Information collection, analysis and risk cognition survey of genetically modified organism industry: This Project is to strengthen the information collection of international genetically modified organism, and regularly execute a risk cognition survey for consumers and farmers as an important decision-making reference for policy planning, dynamic adjustment of laws and regulations and drafting of communication strategies. This project is planned 1) to complete a domestic genetically modified organism cognition survey and statistics analysis (farmers and consumers take turns for the cognition survey ever year; at least recycle 300 effective questionnaires for farmers and 275 for consumers); 2) to complete two semi-annually global gene modification issue analysis report; and 3) to complete two global genetically modified organism reports. Establishment of Agricultural GMO testing platform To address the increasing demands of GMO testing in agricultural industries and common people, an agricultural GMO testing platform would be established in Agricultural Technology Research Institute. This service platform adopts the GMO testing techniques which were developed by Taiwan Seed Improvement and Propagation Station and other agricultural research institutes, and further apply the accreditation of ISO/IEC 17025 standards. This project aims to complete the ISO/IEC 17025 accreditation by Taiwan Accreditation Foundation (TAF), provide soybean and maize GMO testing to public, train the laboratory technicians, and participate GMO proficiency test. This platform will improve the capacity of GMO testing, offer the service of GMO testing to agricultural industries and public by issuing internationally accepted reports, help the management of genetically modified crops. Establish a one-stop service platform of genetically modified organisms Applying genetically modified technology on agricultural breeding is continues developing whether foreign or domestic. When it comes to industrial use, because of its complexity and novelty, stakeholders are always concerning about the biosafety. In order to let stakeholders such as researchers, farmers,consumers, operators, and authorities to obtain the related information conveniently, we established a one-stop service platform of agricultural genetically modified organisms. This platform provides a consultant service about information of genetically modified organisms to meet the managements and examine use. We used the concept of risk assessment, risk management, and risk communication and integrated the agricultural characteristics and biosafety matters for stakeholders. The purpose of this project is to establish an interdisciplinary team to take suitable assessments on genetically modified organisms in Taiwan, improve the efficiency of management, and mitigate public concerns. Establishment of GMO pesticide safety management system and detection technology So far there are three genetically modified microbial pesticide products ever approved and sold in Taiwan. They are all Bacillus thuringiensis bacteria stains,including Foil (1993-2001), MVP (1994-2002), and Crymax (1985~present). The possibility of spreading the genetically modified genes has never been investigated and traced so far. Earlier assessment of potential risks has not been done. Therefore, it is clear that the management gap exists between pastand current. For the urgency of practical management needs, we promptly assistin establishing a detection platform for GMO pesticides. Gene flow should be detected and traced. We will set priority to build techniques for the safety assessment and management of these genetically modified products. Study of inspection acts for imported genetically modified feed and industrial applications traceability and export agricultural products Despite our agricultural policy say “no” to commercially growing genetically modified crops, the increasing presence of transgenic plant in the international markets has provoked a strong demand for appropriate detection methods to evaluate the existence of transgenic plants in the field, feed ingredients and agricultural products. The major objective of this study is to cope with the management demand of latest GM crops law and regulation, and design the border control check point for bulk import of GM feed and export of agricultural products, to test and develop practical detection technology required to provide the competent authority (GM) crops and agricultural products inspection.
