中文摘要 農業生技產業研究與資訊推廣 本計畫建立以產業動態為基礎的農業生技產業資訊體系,以強化產業情報與國際趨勢蒐集,並透過平台與知識庫之建置,促進資訊推廣與交流。並在上述基礎下建置決策支援體系,以即時掌握產業脈動並快速因應產業變化,提供關鍵分析資訊作為相關政策研擬之參考,促進我國農業生技產業的推動及發展。計畫工作如下: 一、農業生技產業資訊蒐集與網站資料庫維運 (一)農業生技產業資訊網改版與系統維運:進行網站前台架構重新規劃及改版,調整現有網站資訊呈現至少500筆,以利資訊正確性之管理(如人才資料庫、廠商/機構資料庫等);每季配合網站弱點掃描檢修除錯網站問題、解決重大資安漏洞、維護軟硬體,配合政策需求、農委會資訊安全規範及機房系統管理制度,調整網站功能、進行網站系統調整、與協助農委會資訊網站行政事務等工作 (二)農業生技產業資訊蒐集更新:蒐集分析年度最新農業生技八大領域之產業、市場、技術、產品、廠商等發展動態資訊,以充實網站與資料庫內容,將至少新增200筆資訊。(三)電子報定期發送12期及會員機制維護,並進行農業生技產業資訊網系統維運。二、農業生技產業季刊編輯出版:出版農業生技產業資訊季刊(四期),研究領域以我國農業生技(包括植物種苗、水產養殖、畜禽生技、食品生技、生物性肥料、生物性農藥、動物用疫苗、檢測診斷技術等)領域作為季刊之主題。季刊內容包括:市場、技術、廠商、檢測、政策/法規、專利、管理,以協助各界了解我國農業生技產業的發展現況。每期出版主題暫定:第49期主題為植物種苗生技、第50期主題為食品生技、第51期主題為動物暨水產生技、第52期主題為健康農業,每期各出刊500本以上,並寄送給國內相關產學研界單位及人士。 三、農業生技產業專題分析:配合委辦單位需求或農委會政策重點,針對農業生技產業研究與資訊推廣之特定議題進行專題研究。 四、農業生技產業資訊推廣活動辦理:針對全球農業生技特定主題召開農業生技專家座談會、產業研討會、或研發成果發表會。 五、農業生技產業諮詢服務:即時配合委辦單位需求,提供農業生技相關資料蒐集彙整、特定議題研究或產業資訊分析服務。 農業新興跨域科技策略規劃與營運模式研究 配合『106-109年國家發展計畫(農業部分)』發展策略三「發展前瞻科技,加速創新催化轉譯應用,引導跨領域、跨業域合作,推動新世代前瞻先端科技於農業之創新應用,擴大農業加值運用領域」及『新農業推動方案』重點政策與執行策略之六「科技創新強勢出擊,運用跨域前瞻科技,創新研發實力」,針對具發展潛力之農業特定新興跨領域科技(如共享經濟、安全農食鏈、療癒經濟、智慧育種等)進行產業發展趨勢分析、法規專題研究、跨域模式專題研究、個案分析、營運模式研究等,並據以研擬發展策略,作為相關領域政策規劃之先期參考,提升未來實施方案研擬之決策品質。本計畫將完成以下工作:1)農業特定新興跨域科技策略規劃並召開專家座談會:針對具發展潛力之農業特定新興跨領域科技(如共享經濟、安全農食鏈、療癒經濟、智慧育種等),進行國內外相關政策研究、價值鏈研析、產業化問題研究、研發成果產出分析、產業化潛力分析、發展定位研究等,並召開策略規劃專家座談會,以掌握我國發展利基,研擬短中程發展策略建議,作為相關領域政策規劃之先期參考,提升未來實施方案研擬之決策品質;2)農業新興跨域科技產業化特定領域個案分析與營運模式研究:針對農業新興跨域科技產業化特定領域(如農醫跨域、農工跨域、服務性產業等),蒐集代表性個案,進行關鍵成功因素研析與營運模式分析,以作為我國農業新興跨域科技產業化推動模式之參考,加速研究成果導入產業界之效率與效能;3)我國農業生技廠商調查統計:進行國內廠商調查,掌握農業生技廠商營運現況及其發展策略,並運用歷年調查資料推估各年度我國農業生技每月產值,做為規劃相關政策與產值目標之參考;4)農業特定新興跨域科技研發效益分析:針對農委會重點推動之農業特定科技領域,建構效益評估模型、訂定效益評估項目、建立效益分析模式,進行社會及經濟效益淨現值(NPV)估算,強化農業科技研發對生態環境之外部性間接社會效益評估,以實際掌握並具體呈現該農業科技領域之整體研發效益,建立完整且全面之農業科技效益評估模式,以利具體呈現重大政策施政效益。
英文摘要 Industry Research and Information Promotion in Agricultural Biotechnology The major goals of the project is to establish an integrated information system in agricultural biotechnology for government, industry and common people, as reference of policy making or information inquiry services.The information is collected through published articles, periodicals and materials on World-Wide-Wed (WWW), and also used to establish agricultural biotechnology databases as following:一、Updating and maintaining the database of Agricultural BiotechnologyWeb: (一)Maintaining the database and the operation of Agricultural Biotechnology Website. (二)Updating the Agricultural Biotechnology Website: Information collection and analysis will be conducted on the following issues: plant and seedling, fishery and aquaculture,livestock food biotechnology, biopesticide, biofertilizer,detection and diagnostic technology, etc. Analysis will contain the “Industry Technology”(reporting domestic and international technology industry news,analyzing popular issues in each industries, and summarizing domestic and international important journal abstracts and specialtopic research report of each industry or product), “Figures andTables Database”, and “Themes” (focusing on Omics technology,including functional genomics, proteomics, metabolomics, genetic modification, marker-assisted selection breeding, etc.)(三)Electronic newspapers will be postedperiodically. Membership mechanism and soft/hardware operationswill be maintained.二、Publication of the Agricultural Biotechnology Industry Quarterly:Four issues of the Agricultural Biotechnology Industry Quarterly will be published, research theme being Taiwan agricultural technology (including plant and seedling, fishery and aquaculture,livestock food biotechnology, biopesticide, biofertilizer,detection and diagnostic technology, etc.) The contents will include: market, technology, enterprises, detection,policy/regulations, patents, management. Themes of each quarterly are provisionally: plant and seedling biotechnology (No.49) food technology (No.50), fishery and livestock biotechnology (No.51),and health agriculture (No.52). At least 500 copies will be published every issue and posted to affiliated organizations for dissemination.三、Study on specific issue of global agricultural biotechnology: Information collection and trend research will be conducted on specific topics of industry or information promotion in agricultural biotechnology. 四、Information promotion of agricultural biotechnology industry: Agricultural biotechnology expert panel, industrial conference, or research and development consortium will be held on specific topics of agricultural biotechnology industry. 五、Agricultural biotechnology industry consultation service: Services will be provided to meet the emergency needs of the sponsor's unit, including agricultural technology data collection, specific topic research, and industry information analysis. Strategy Planning and Business Model Analysis for Forefront Interdisciplinary Technology on Agriculture This project will mainly focus on the application of forefront interdisciplinary technology on agriculture Global trends/market analysis, benefit analysis of specific technology development, and studies on special issues will be conducted on potential domains of forefront interdisciplinary technology on agriculture or agricultural biotechnology. Symposiums, workshops or expert panels will be held to strengthen the communication within the industry. A working group will be extablished to implement the goals and industrial short- to mid-term development strategic plans of forefront interdisciplinary technology on agriculture. The tasks of this project are as following: at the first, proposing the short- and mid- term development plan as well as strategy on forefront interdisciplinary technology on agriculture: Short- and mid- term development plan as well as strategy on forefront interdisciplinary technology on agriculture will be developed, examined and monitored. Second,studying on global aforefront interdisciplinary technology on agriculture industry development trends, and market analysis: Global industry and market trends in forefront interdisciplinary technology on agriculture will be analyzed from demand side. Case studies will be focusing on domestic and international enterprises within forefront interdisciplinary technology on agriculture. Analyzing cases of forefront interdisciplinary technology on agriculture topics: To meet Council of Agriculture’s needs to promote the industrializaion of forefront interdisciplinary technology on agriculture, services will be provided in terms of market, technology, operation mode, R&D strategies, policies and regulations analysis and case studies. Third, proposing a statistic report based on the survey of Taiwan agricultural biotechnology companies: A survey of 160 companies will be carried out, including the agricultural biotechnology companies’ business situation, field of operations, and future investment, for the reference of the policy makers to realize the current status and development strategies, so as to set the goal of the growth value for the industry. Finally, proposing a R&D benefit analysis report on specific forefront interdisciplinary technology on agriculture: Benefit analysis of important technology projects of Council of Agriculture will be conducted.
